The Problem
Windows 8 is a "Metro style enabled desktop browser", which means it's a single app that offers two different "experiences." In one mode there are tiles that you use to launch apps (Metro style) and the other is the prior mode of a Start menu. For PC users who are familiar with the previous Windows systems, it's nice to have the Start or System menu experience. Switching to the previous state can be difficult.

The Tiles mode in Windows 8 is good for touch pads. However, with a mouse, you find it easier to find the apps and system items from the Start menu. This is especially true if you have previous experience with prior Windows operating systems.
